Về việc áp dụng chứng nhận Apostille thay cho hợp pháp hóa lãnh sự

kể từ ngày 11 tháng 9 năm 2026

1. Thông tin chung

Việt Nam đã gia nhập Công ước về miễn hợp pháp hóa đối với giấy tờ công của nước ngoài, ký tại La Hay ngày 05/10/1961 (Công ước Apostille). Công ước có hiệu lực đối với Việt Nam từ ngày 11/9/2026. Từ thời điểm này, giấy tờ công lưu thông giữa Việt Nam và các Quốc gia thành viên có quan hệ áp dụng với Việt Nam chỉ cần một chứng nhận duy nhất là chứng nhận Apostille, thay cho thủ tục hợp pháp hóa lãnh sự trước đây.

Chứng nhận Apostille xác nhận tính xác thực của chữ ký, chức danh, thẩm quyền của người ký và con dấu trên giấy tờ công; chứng nhận Apostille không xác nhận nội dung của giấy tờ.

2. Thay đổi tại Đại sứ quán Việt Nam tại I-xra-en

Kể từ ngày 11/9/2026, Đại sứ quán Việt Nam tại I-xra-en ngừng tiếp nhận hồ sơ đề nghị hợp pháp hóa lãnh sự đối với giấy tờ công do cơ quan có thẩm quyền của I-xra-en cấp.

Việc ngừng tiếp nhận nêu trên áp dụng đối với giấy tờ công thuộc phạm vi được miễn hợp pháp hóa lãnh sự theo Công ước Apostille. Đối với giấy tờ không thuộc phạm vi áp dụng của Công ước, Đại sứ quán Việt Nam tại I-xra-entiếp tục thực hiện hợp pháp hóa lãnh sự theo mục 5 dưới đây.

3. Giấy tờ của I-xra-en để sử dụng tại Việt Nam

Quý vị liên hệ trực tiếp cơ quan có thẩm quyền cấp chứng nhận Apostille của I-xra-en nêu tại mục 7 dưới đây để xin cấp chứng nhận Apostille. Giấy tờ đã có chứng nhận Apostille hợp lệ được sử dụng tại Việt Nam mà không phải thực hiện thêm bất kỳ thủ tục chứng nhận nào. Nếu giấy tờ không lập bằng tiếng Việt thì phải có bản dịch tiếng Việt được công chứng hoặc chứng thực theo quy định của pháp luật Việt Nam.

4. Giấy tờ của Việt Nam để sử dụng tại I-xra-en

Đại sứ quán Việt Nam tại I-xra-en không cấp chứng nhận Apostille. Giấy tờ công của Việt Nam cần được đề nghị cấp chứng nhận Apostille tại Cơ quan cấp chứng nhận Apostille ở trong nước. Thông tin về cơ quan tiếp nhận, hồ sơ, lệ phí và thời hạn giải quyết được đăng tải tại chuyên trang apostille.lanhsuvietnam.gov.vn.

5. Các trường hợp Đại sứ quán Việt Nam tại I-xra-en tiếp tục thực hiện hợp pháp hóa lãnh sự

Đại sứ quán Việt Nam tại I-xra-en tiếp tục tiếp nhận và giải quyết hồ sơ đề nghị hợp pháp hóa lãnh sự đối với giấy tờ, tài liệu của I-xra-en không thuộc phạm vi áp dụng của Công ước Apostille và do đó không được cơ quan có thẩm quyền của I-xra-en cấp chứng nhận Apostille, mà được chứng nhận theo thủ tục truyền thống. Các giấy tờ nêu trên có thể bao gồm giấy tờ hành chính liên quan trực tiếp đến hoạt động thương mại, hải quan theo quy định nội luật của quốc gia đó.

Việc xác định một giấy tờ có thuộc phạm vi áp dụng của Công ước hay không được thực hiện theo pháp luật của nước nơi giấy tờ được lập. Giấy tờ đã được cơ quan có thẩm quyền của I-xra-en cấp chứng nhận Apostille được sử dụng tại Việt Nam mà không phải hợp pháp hóa lãnh sự.

6. Giấy tờ đã được hợp pháp hóa lãnh sự trước ngày 11/9/2026

Giấy tờ đã được hợp pháp hóa lãnh sự trước ngày 11/9/2026 tiếp tục có giá trị sử dụng tại Việt Nam. Quý vị không phải làm lại thủ tục dưới hình thức chứng nhận Apostille. Chứng nhận Apostille do cơ quan có thẩm quyền nước ngoài cấp trước ngày 11/9/2026 cũng được tiếp nhận, sử dụng tại Việt Nam.

7. Cơ quan có thẩm quyền cấp chứng nhận Apostille của I-xra-en

Ngoài Bộ Ngoại giao, Israel còn có các cơ quan bổ sung được chỉ định:

Trường hợp I-xra-en có nhiều cơ quan có thẩm quyền cấp chứng nhận Apostille hoặc có vùng lãnh thổ có cơ quan cấp riêng, đề nghị liên hệ cơ quan tương ứng với nơi cấp giấy tờ.

NOTICE on the Application of the Apostille in Place of Consular Legalisation

as from 11 September 2026

1. General information

Viet Nam has acceded to the Convention of 5 October 1961 Abolishing the Requirement of Legalization for Foreign Public Documents (the Apostille Convention). The Convention enters into force for Viet Nam on 11 September 2026. From that date, public documents executed in one Contracting Party and produced for use in the other require only a single certificate, the Apostille, in place of the previous consular legalization procedure, in relations between Viet Nam and the Contracting Parties for which the Convention is in force with Viet Nam.

An Apostille certifies the authenticity of the signature, the capacity in which the person signing the document has acted and, where appropriate, the identity of the seal or stamp which the public document bears. An Apostille does not certify the content of the document.

2. Change at the Embassy of Viet Nam in Israel

As from 11 September 2026, the Embassy of Viet Nam in Israel will cease to accept applications for consular legalization of public documents issued by the competent authorities of Israel.

This applies to public documents falling within the exemption from consular legalisation established by the Apostille Convention. For documents outside the scope of the Convention, [name of the Mission] continues to provide consular legalisation as set out in section 5 below.

3. Documents issued in Israel for use in Viet Nam

Please apply directly to the competent authority for the issuance of Apostilles of Israel indicated in section 7 below. A public document bearing a valid Apostille may be used in Viet Nam without any further certification. Where the document is not drawn up in Vietnamese, a Vietnamese translation, notarized or certified in accordance with the law of Viet Nam, is required.

4. Vietnamese documents for use in Israel

The Embassy of Viet Nam in Israel does not issue Apostilles. Vietnamese public documents are to be submitted to the competent authority designated by Viet Nam for the issuance of Apostilles. Information on the receiving authority, the required documents, the fees and the processing time is available at apostille.lanhsuvietnam.gov.vn.

5. Cases in which consular legalisation remains available at the Embassy of Viet Nam in Israel

The Embassy of Viet Nam in Israel shall continue to receive and process applications for the legalization of documents issued in Israel that fall outside the scope of application of the Apostille Convention and, therefore, are not eligible for an Apostille certificate issued by the competent authorities of Israel, but are certified under the traditional legalization procedure. Such documents may include administrative documents directly related to commercial or customs activities, in accordance with the domestic law of the country concerned.

Whether a document falls within the scope of the Convention is determined by the law of the State in which it was executed. Any document bearing an Apostille issued by the competent authority of Israel may be used in Viet Nam without consular legalisation.

6. Documents legalized before 11 September 2026

Documents legalized through consular channels before 11 September 2026 remain valid for use in Viet Nam. There is no need to repeat the procedure in the form of an Apostille. Apostilles issued by foreign competent authorities before 11 September 2026 are likewise accepted for use in Viet Nam.
